Delivering a Mission-Critical Platform for Healthcare Payment Delegations
Interdata designed and delivered a digital execution platform to govern healthcare payment delegations, certified financial flows, digital signatures, document preservation and institutional integrations across a regional public healthcare ecosystem.
Payments / Month
Large-scale management of delegated healthcare payments across a regional public healthcare ecosystem.
Payment Flows / Month
Digitally governed payment flows with full traceability, signature, transmission and reconciliation.
Faster Processing
Reduced processing times through workflow automation, certified exchange and integrated digital signing.
The Challenge
Regional healthcare payment delegation is a mission-critical process involving public healthcare entities, financial authorities, accounting systems, certified communications and regulated payment infrastructures.
The initiative required the regional authority to act as a central payment body, managing delegated payment flows on behalf of multiple healthcare organizations while ensuring full legal compliance, traceability, digital signing and timely transmission through certified channels.
The project required Interdata to address three critical challenges:
- Fragmented fiscal operations
Payment delegations, authorizations, certified communications, accounting records and supporting documents were distributed across different systems and operational actors. - Strict compliance requirements
Payment flows had to support digital signature, legal preservation, auditability, traceability and regulated exchange with institutional infrastructures. - High-volume, time-sensitive execution
The platform had to manage large monthly payment volumes with no room for delays, errors or lack of visibility across the payment lifecycle.
From Strategy to Execution
Interdata approached the initiative as a strategic execution project, not simply as a software implementation.
The project required the alignment of healthcare administration processes, accounting systems, certified communication channels, digital signature infrastructure, document governance and institutional payment flows. Interdata translated these requirements into a controlled delivery path based on clear missions, progressive milestones and verifiable operational outputs.
The execution approach focused on:
- Strategic alignment
Project objectives were aligned with the authority’s role as a central payment body and with the operational needs of regional healthcare entities. - Controlled delivery
Progressive milestones were used to govern execution risk, coordinate integrations and maintain delivery continuity across critical payment processes. - Compliance validation
Digital signature, certified exchange, preservation and auditability requirements were validated throughout the project lifecycle. - Operational evidence
Each delivered component was connected to concrete evidence of value: payment traceability, process visibility, automation, compliance and execution reliability.
This is where Interdata’s methodology becomes part of the value: the ability to deliver a critical financial execution platform within a regulated, multi-entity public healthcare environment.
The Solution Delivered
Interdata delivered a unified digital execution environment designed to manage the full lifecycle of healthcare payment delegations: from authorization and document acquisition to digital signature, certified transmission, reconciliation, archiving and monitoring.
The solution enabled:
- Payment delegation lifecycle management
Digital governance of delegated payment flows across regional healthcare entities and the central payment authority. - Certified payment flow orchestration
Generation, validation and transmission of regulated payment flows through certified institutional channels. - Digital signature and legal compliance
Integration with HSM/XAdES signature infrastructure to ensure legally valid, traceable and auditable payment records. - Certified communication management
Automated ingestion, validation and archiving of PEC communications and digitally signed delegation documents. - Accounting and institutional system integration
Interoperability with SAP/SIAC, SIOPE+, SDI and related financial and administrative systems. - Real-time operational visibility
Dashboards and monitoring views for payment authority operators, healthcare approvers and financial controllers.
The Enabling Platform Layer
The platform behind the execution was Coopera, the digital execution platform created by Interdata to orchestrate content, processes, communications, automation and AI within complex enterprise and public sector environments.
In this project, Coopera acted as the enabling technology layer for document governance, case management, workflow orchestration, certified communication handling, digital signature, integration and monitoring. Interdata provided the architectural direction, execution governance and delivery expertise required to transform fragmented payment operations into a controlled digital fiscal ecosystem.
Results & Evidence of Value
The project enabled the regional healthcare ecosystem to move toward a fully digital, traceable and compliant model for payment delegation management.
Key evidence of value includes:
- over €100M per month managed through digital healthcare payment delegations;
- 15,000+ payment flows per month processed with full traceability;
- end-to-end digital governance of delegated payment operations;
- reduced processing times through workflow automation and certified exchange;
- automated handling of PEC and signature workflows;
- stronger auditability across authorizations, documents, signatures and transmission events;
- standardized delegation model across multiple regional healthcare entities;
- full observability across payment, signature and fiscal execution activities.
The original Coopera case reports that 100% of mandated payment operations are now digitally managed and traceable end-to-end, with over €100M per month in digital payment delegations, over 15,000 monthly payment flows and processing-time reduction above 70%.
Strategic Impact
This hero case demonstrates Interdata’s ability to deliver mission-critical digital platforms where financial operations, healthcare administration, legal compliance, system integration and execution governance must operate together.
The project is not only an example of payment process automation. It shows how a fragmented fiscal process involving hospitals, regional systems, certified communications, digital signatures and institutional payment infrastructures can be transformed into a governed digital execution model with full traceability, compliance and operational control.
